Born in Kenosha, Wisconsin, Maurer served in the United States Army Air Forces during World War II. He went to Marquette University and was a commercial airline pilot for United Airlines. He served in the town of Pleasant Prairie, Wisconsin as a town supervisor and chairman. He served in the Wisconsin State Senate from 1975 to 1985 as a Democrat.〔(Wisconsin Historical Society-John J. Maurer )〕 Maurer then served as secretary of the Wisconsin Department of Veteran Affairs from 1985 to 1992.〔(Wispolitics.com-John J. Maurer )〕 John was also behind the war museum, located in the Madison Capitol Square. Maurer was honored with the Maurer Memorial Hall, located in Beloit, Wisconsin.
